Money has been spent on food vouchers and warriors tickets. All sorts of goodies are being offered to get hard to reach communities to fill out the Census. An acting PM Carmel Cipollone makes no apology for that. She says it is important that we get as many people as possible to fill in the Census because that's going to guide decision-making moving forward. But by choosing not to participate, Stats New Zealand is going to have to come up with another way of allocating resources.
