PIP is in a very odd position here. It's shipped with Python and it's shipped withPython for a very specific reason. Other tools like Hatch or PDM or Poetry are better at being the workflow tool that people talk about when they make analogies with Rust, for example. And to balance that problem we can't just look up a solution of Cargo but also Conda. But a change like that is not something that is going to happen by themselves. That would involve developers steering their own destiny.
