Is There a Disruption in Cyber Attacks?
The danger is that cyber attacks have a way of spreading unlike conventional no kinetic weapon system. Once you put an attack out on the internet, it can spread much faster than you think. NATO has publicly declared that a cyber attack counts as an Article 5 item. Is Russia prepared to take that risk and cross that line? So far, the fact that they haven't done so shows us that right now the answer is no.
