"We had hundreds of meetings before we ever actually filed the bill and put it in," she says. "Not everyone will tell you what they really wanna say because they're like, well, I don't wanna be judged by someone else who I'm a colleague with or ... What if they don't agree with me? And so we did do big group meetings because they were very beneficial." She adds: "I think it's important, hopefully other states have utilized staff with that kind of background".
