Is the Case of Finland a Very Special Case?
Finland is renowned for the large amount of trust they place in different types of experts. Regulators are highly trusted, pilots are highly trusted and there's also a tradition of consensus and pragmatism. Trust is often presented as the foundation for why finland had a nuclear waste repository without a huge amount of a nimby resistance. The local communion can say, noe, sorry, you didn't convince us get out o here. And we see what happens when you do that - it leads to lots of litigation and discord.
