As long as Putin is in charge, he will continue to play the game in such a way that the losses will pile up. People will be more and more unhappy about it, but the war will go on. There aren't any particularly good targets for the use of tactical nuclear weapons. Use of tactical nuclear weapon could blow back in very direct way on Russia.
