Where Are the Tools?
If there were any large tools, they have been scattered over thousands of miles into hundreds of thousands of pieces. The only reason we know about the anti-catherian mechanism is because it sunk to the bottom of the scene. It was being corroded by the ocean and it would have disappeared eventually as well. They probably made lots of these and they may have existed for a long, long time.
