Former marine data analyst, clayton cobb in the work that he has been doing looking at new york's cove data. He points out that the they're data which they're up dating, but then no one goes back and corrects the narrative of the up dated data. This is so you don't have a cover up of like not providing the data at all or trying to make it an obvious fraud.
