They pay a small fee and then upload the g p s coordinates and the time when the hit is going to be carried out. And it's set on a time lock incription code, so it only gets decrypted after the hit was carried out. The other thing that's scarry about this is it might just be an odious dictator with a global reputation that gathers enough money inadvertently to get killed.
