The rise of Trump kind of scrambled Republican policy priorities a bit. The spending issue, which had been so consuming during the Obama years, dropped in relative importance. There are still some people who care about these issues and activist groups that are still trying to push this agenda. It seems to me like Republican speakers of the House are kind of stuck in an endless cycle of recurrence.
