The City of Phoenix Is Trying to Enforce Its Own Laws Against Public Camping

Phoenix is now the location of one of the largest homeless encampments in the country. Over 1000 people are living in what we call the zone on several blocks of downtown Phoenix. The city refuses to enforce laws against vagrancy and camping, pollution and these sorts of things. As a result, it's destroying the businesses in the area.
