The Root Causes of Poverty
There is a fair degree of intergenerational immobility where, if you're born to a poor family, it's harder for you to escape poverty as an adult. I think that the trick for policy is to keep in mind that the messages that we send to people also are really important. We could just give everybody who's poor a certain amount of money and raise them above a poverty line. But that's not going to help a their long term prospects. It's not ongto help them investing their human capital. And it also would threaten to kind of a slow economic growth generally. So it is really important to emphasize that people do have agency.
