Do You Agree With Brad or Not?

In a single submission situation, there's really nothing for congress to do but to identify that it's got what the state has sent. In rival submission scenario, where the state government is unfortunately speaking in two voices, i thinkt the key point is for congress to be able to idnentify which voice is the voice of state itself. And i think a revised statute should put both the unity but the burden on the state to try to clarify which institution gets to speak for the state. The only wrinkle on that, which we haven't discussed,  is thatbe of bush versus gore.
