Creating a Public Space for Public Broadcasters

Dutch public spaces have values baked into their existence. Public broadcasters are not allowed to bring activities into a commercial space that is simply not allowed by their funders now. The flip side of this is that if you start your own video sharing service run by DiBali it's possible that no one will come to it so how do we manage this tension between services that are the most popular and where the audiences already are?
