In 729 Tiglappereza actually in 729 manages to to conquer Babylon and he is crowned in the city of Babylon. After having essentially secured the east he wins if you wish for him probably his greatest prize and that is Babylonia. He creates these new provinces which means essentially these are then all entities of the Assyrian state where a provincial governor on behalf of the king rules. In Babylonia he does it differently he's crowned Babylonian king so Babylonian kingship is not abolished it's just that now he holds it in addition to being king of Assyria. The religion, the literature that the Assyrians adopt comes from Babylonia to significant extent. So
