Is the National Defense Act a Provincial Responsibilities?

The National Defense Act allows the army to be called in to, you know, to assist with civil matters. It is under ordinary circumstances up to the province whether they want to police a pro to crack down on a protest or not. Justice Rulow deals with that almost literally by saying, well, I agree with the government that this is not desirable. The bar there has been dropped extremely low. And it's hard to imagine a disruptive protest movement that wouldn't be subject to suppression if the government of the day wanted to.
