Is the Magisterium in Discerning Matters of Public Revelation?

Pope Francis: Authentic revelations might be very valuable. There's a great good that could be gained from propagating and promoting through the approval process, authentic private revelations. He says in terms of theological development, there can be a lot to be gained too.
