Voters have some influence on policy, but not all that much. The most of policy influence comes from bureaucrats and think tanks. Voters really only ever do in cases of great emotional arousal like a comic book superhero who can't power up until angry. They could put a new party in charge, but they're still drawing the same lines as were already existed. Unless they pull the nuclear option and bring guns to the capital buildings and say we're done.
