Access Money Corruption

Could you argue that access money corruption is, on balance, worth it? You know, why do i care if the developer whose in a new school has to kick up ten % to the local party official? If the kids in this area are getting a new school? Although i guess you could also argue that the ten percent kickback would have been better spent on quality construction than when there's an earthquake.
