The idea of kovaks was born in davo, switzerland in january of 20 20. Doctor seth berkeley and doctor richard hatchet were worried about the news out of wuhan, china that the new corona virus was spreading. They thought there was a real chance that the world would soon need a vaccine to fight it. Hatchett is a doctor, but he'd also worked in the us Government during the h one n one outbreak. He was afraid something similar would happen this time so he wrote a paper imagining a mechanism where countries could pool money and invest in vaccine development.
