Cities like florence and pisa were devastated by this constant warfarea constantly having to raise money, raise armies and withstand attacks from both sides. Rome basically survived these wars, but was constantly under threat or being captured or traded back and forth. And a lot of these cities in italy had to survive and deal with this situation by hiring mercenaries. But those mercenaries had no particular loyalty or tie to the city itself. Some cities actually ended up getting sacked or occupied and held hostage by the same mercenaries that they had just hired.
