China may have actually had these balloons pass over American airspace in the past and there has been no reaction simply because the public did not notice it. This is something that obviously the Chinese have been doing in an aggressive way the last two, three years, it's something new. Now if say Japan or India was to encounter one of these balloons again at a low altitude, you would think that the way India or Japan might deal with it would pass the influence for how the US dealt with it as now they come fair game, it seems to be.
