Is Julia a Lisp Related Language?

Many people like julias technically like a lisp related language. Butlike, i have never used lisp or seen any syntax. Julia has four loops. Are functions first class objects, and you pass functions around easily? Yes. Is it a common thing to do, like higher order functions, functions that take func s and return new functions?
