Neo colonialism was rooted in the global south's dependence on selling primary goods to the former metropole. The anxiety is that the very structural apparatus of the ininternational economy persistently undermines the capacity for post colonial government. And so what this also does is it forecloses for them another possible option, which is exit - delinking or autarchic forms of efforts to try and secure self self rule and independence.
