Near launched in early 19 93, and was the first mission of its kind. It had to get through congressional approval as a programme before it could be funded. A p l came out of what r leased for tom crimages at a p l, would look like left field. Suddenly they were being displaced by a near that no-one knew about. But Barbara mkalski managed to push through with the senate and house appropriations so both missions got funding. She leveraged the parochialism behind politics that fund space programme. Near is still one of Nasa's most important programmes today.
