Theism Doesn't Impose Substance Tools Right?

I don't have the posit that god created this material substance That's you know beyond consciousness or whatever. I could just say well the material some the stuff that god made Was it is itself mental right these mental properties right and that we experience every day? Um, so that's why I would say because of that because of those reasons I don't think that theism at least my model fism does not imply Substance tools but now there are other models that may imply it.
