Citibank and JPMorgan Chase have a trillion dollars of foreign deposits, which are uninsured. Every foreign deposit is now staring down the fact that this may be their last chance to get federal credit. The FDIC as a legal matter cannot ensure foreign deposits. So it boils down to a matter of luck, not a matter of law or a matter of smarts.
