Can He Win the Presidential Race if He's Running for Vice President?

He's the best of what our party is and should represent. Here's the challenge, because there's always when you say something flowery like that, there's always a but. What I've heard now twice, including once from a sitting senator pretty recently, is that they see that they see Scott as running to vice president. Well, the question is, can he do that without challenging or offending anyone he thinks might be?
