I think there was a lot of, I don't know what to call war inertia in the United States system after the Cuban missile crisis. It was like someone who's both eager for a fight and very afraid of the fight... You got to get that energy out somewhere. They couldn't do it in Cuba because there was an explicit agreement that was sort of signed with a nuclear pen as it were that we weren't going to go to war over Cuba. And on the other hand, in the USSR, the strategy was war fighting. Again, this was the other big difference between the two ways of seeing nukes.
