I don't have an answer about what to do with the in-sels, but it could be the biggest problem. And usually, I think wars are what takes care of in-sels. The other thing is hard to work. If you take somebody who doesn't have meaning in life and they have to do hard physical labor to stay alive, such as farming, I think they're happier. But maybe you just need to teach people how to be worthy of getting married.
