The History of Minority Contracting Programs

Minority set aside contracts originally started in the 1960s. President Johnson and Richard Nixon really came to their full fruition under Nixon. There was never a lot of clear evidence that discrimination in contracting was a big problem for the federal government such as we weren't hiring certain businesses because of the skin color of their owners.
