I think the only thing that would have stopped Putin is Ukraine being in NATO. If Ukraine was a NATO, then Article 5 would have been invoked. And it's clear that Putin doesn't want to fully engage NATO because he hasn't stepped a toe over NATO lines. In fact, we've done that. We by sending material in the ways that we have to Ukraine, the argument can be made that we have been behaving in quite a provocative manner in a proxy war. There's no resolution that the UN could have passed that would have stop Putin.
