When we call something off when we cancel or postpone it means completely postponed. The wedding was called off when the bride or the groom got cold feet meaning they didn't want to go ahead with the wedding. So anything that is cancelled permanently would be called off. It's a phrasal verb. To call is the verb off is your preposition.
