Theodosius the first was not an easy choice, but I found myself increasingly unable to do otherwise. So this is the figure who gets the most points for making consequential decisions. And boy, did he get that right with the foundation of Constantinople. It's not entirely clear what he did with Christianity in the church, but at least he came out as a Christian and supported the church.
