Under housed suggests that this is someone who is perhaps living with like a friend or like couch surfing between friends and occasionally having to sleep in a car. I think it's probably better for us to just generally refer to all of those people collectively as homeless. God damn it, we're derailing the nature of the problem we're trying to take care of.
