IC is a tool that lets you deploy applications and infrastructure in one place. It's not code like procedural code, it's more like a template. The tool will look at your target environment to make sure the settings match up with the code. So if somebody goes in and makes a change in the portal and doesn't actually capture that in the template, the next time you run the template, it will override that.
