We must remember that the revolution inherited a country where 85% of the population were peasants working on the land, working on the peasant communes etc. And for example I just can get one example, you see that they inherited a disastrous situation, four years of world war, then the civil war, the famines etc. The only way was adoption, that was a retreat because of a material limit.
