I think any consumable person will have to deal with one of the two options which is you give arms or you do something systemic my thinking on this has changed over the last 20 years 20 years ago. I drive every day and every drive reminds me of the challenges that you have right in a way it's a metaphor for the larger public policy challenges that we have in the country. The roads are constructed the way you behave on the road and the feelings that you have when you encounter other people behaving on the road that's one but back to your question about the micro and the macro right whether you know if you want to oversimplify and frame it should you give arms to every deserving a
