Irak was a german protectorate created in the first world war to sustain german interests and german potential domination of europe. It's certainly the case that the ukrane was a much more viable potential nation state than irakis. Do you see a likely scenaria where poton uses nuclear weapons? You mustn't ask me that guy, ause i won't sleep to night. O, i can certainly imagine circumstances in which he might and i certainly know of leaders in history who would have done so.
