The Relevance of International Law's Law on Guerrilla Movements

There's very few classical wars with two armies facing each other, but most of the conflicts are in fact with non-state actors. Does international law's law apply to these non- state actors? Frankly, here I tend to be a minority being, I don't think there's much utility. One author by the way, I'm likely to point it out, but there'll never be action against guerrilla movements.
