Are There Other Ways to Adapt to Drought?
In the west, 80% of water used by humans goes into agriculture. Cities have shown that they can use less water but it's best be probably a drop in the bucket compared to what the water cuts that action need o be. The centre valley of california has been drilling water out of the ground faster than ever before. As ground water gets harder and harder to get, then we will very likely feel the water limitation problem that has been accumulating in the west harder and harder in the next two decades.
