Charles was a vain and, by all accounts, rather stupid man who always thought he was right. He expected to be able to rule without the support of parliament. In other words, charles wanted to be an absolute ruler or autocrat. Charles had conducted an expensive and des astrous war with spain between 16 25 and 16 29. Parliament refused to vote for more money for this foolish war. The king had to resort to an unpopular and illegal method of raising funds. He forced people to lend him money and imprisoned those who didn't. This gives youa sense of what charles thought he could get away with.
