The Bold Proclamation Is a Red Flag

The legislature is weakening the standard by which rate players can hold utilities accountable for not being prudent managers and starting fires. Cities have just go, we're looking into taking it public, but in actuality behind the scenes they're doing a thing to help the business. I think that's new in how common it's become. The bold proclamation gets everyone excited and then behind closed doors you pass the bullshit one. But people are like, we were so close.
