Only where great masses are viewed as superfluous, road-a-rent is totalitarian rule possible. Totalitarians also tend to view the masses as unneeded in such large numbers for the realization of their ideological aims. A deluded true believer in a utopian ideology viewing him or herself as a superior being and judging moral issues through a utilitarian lens can commit mass atrocity.
