Don't over-promise and under-deliver, says the commander of Ukraine's army. The worst thing that Ukraine can get out of any counter-offensive is for the international community to shatter. I think there will be some Pelmel Dash across the East of Ukraine but these are going to be much smaller tactical operations than those in Harkiv.
