Woodland Alliance is very straight laced, which is start adjacent to the control factions. Look for the best possible spot to put a base with the sort of cards you have in your supporters where you can get a base with three potential paths. And then once you have that base, get as many officers as you need three to five, whatever it is,. For now, spreading the rest of your sympathy that only costs like two cards, but building up those officers. That's when your officers can start to spread out.
