Is This Really Going to Constrain China's Military Capabilities?

The aim is clearly to bottleneck China's progress in advanced computing. And especially artificial intelligence because I see AI chips mentioned a lot. They hope to control a lot of things that go into the military. So if they have enough evidence that things are going on the military side, even the trailing edge nodes might get captured.
