What Is the Military Doing to Manuel Bustos?

Early in the dictatorship you had a series of labor leaders who were opposed to vaende. They take control of some of the key labor federations, namely the copper federation. And there's an attempt then by the dictatorship to essentially make a corporatis model of labor and integrate them from top down. A ultimately, that back fires, because in doing so, the military refuses to recognize some of these individuals.
