Why Do People Sometimes Reject Technological Solutions?

i'm not at all surprised that when people are seeing a problem such as, i don't know, running out of resources, they simply assume that we are going to be stationary and allow the problem to overcome us. They thay they do not account for the dynamism of technological change,. Do you see what i mean? But then you have the second question, which i think was implied, and that is, why do people sometimes reject technological solutions?
