China has been pushing harder to get where they want to go, before the west cohered and blocked them. They started early, i think, because their assessment of the trends suggested to them that it was advantageous,. And unfortunately, there is still that belief the united states is in decline. So from where they sit, it's a necessity. It's not a mistake.
